The Computer System STEMB for Verification of Replicas of the Bulgarian State Emblem

Abstract: The system is designed to verify replicas of the Bulgarian State Emblem (Coat-of-Arms) comparing them with a computer standard of the Emblem. Developed as a conventional Win95/98 application, the system uses specific implementations of classical image processing and computer graphics algorithms for the verification. It allows different image size and orientation of the replica and applies user-defined markers for an automated transform of the standard, thus optimally adjusting it to the replica before comparing. Possible differences, either geometrical and/or color ones are evaluated, averaged, arranged and visualized in a user-friendly manner. The system supports two input devices for image capturing - a scanner for paper type replicas and a digital camera for embossed replicas. Four main procedures are included in the system: (i) a preliminary verification of the replica's base dimensions, (ii) a graphic verification of the replica, (iii) a color verification and (iv) an extra emboss verification for the cases of plastic replicas. The first three procedures use a vector type standard of about 75000 points, while the forth one uses a BMP image of the standard. The general set of subsidiary procedures is also described. The system was implemented at the Bulgarian State Agency for Standardization and Metrology in March 1999.
